That is exactly what Grief Prevention does; that's why Azie and I suggested it.
Players get 100 claim blocks to start (configurable), and get 100 every hour (configurable).
You have the option to allow players to purchase even more claim blocks with in-game currency, and you can award claim blocks for things like donating, voting, and more.
Players can give various levels of trust to people in their claims.

Are you looking for something that will log blocks and roll back a user's changes or even changes to an area? Are you looking for something to protect certain areas? Do you want something that's user-friendly and can be used by players to protect homes?
My favorite user-friendly protection plugin is probably Grief Prevention. WorldGuard and WorldEdit will do most spawn and other special area protections well and the flags for those regions as well as parent and child regions make it pretty customizable.
