http://fluctishosting.com .... its great. u said 15-20 bucks a month i was paying 5-10 smalll server and getting 20 people recomended but there were sooo many more on at once and it was not laggy or anything at all. 20 bucks would get you about 50 recommended but hell on mine i had 100 one day and it was fine. you pay for ram pretty much and i think youll get about 2 gigs with that a month and thats plenty. it automatically sets up plugins and auto download them for you as well and also supports FTP server set up for custom maps / mods texturpacks whatever you wanna throw in
