Arrow, chest and misc heads?

Have anyone played on a lobby server for example Hypixels and seen the player heads on fenceposts with arrow. My question is, how do I get those? Do I need to use mcedit or simply use /i witha player username, then whats the username?

I'm pretty sure you need MC edit, but in 1.7 when it gets here there will be a simple command for a command block.
