Yep another "bad fps on my pc, plz help meh" post. Except I have not a single clue why its happening, So yes i have googled my issue and nothing has helped. Now I do have settings maxed out with a limit of 60fps because with a 59hz monitor i have no need for any more.
System Specs:
CPU: AMD FX-8320(OC: 4.0GHz)
GPU: MSI R9 380 G2 Gaming
RAM: 8GB Corsair Vengeance 1600MHz

Anyway I have no clue why its lagging and its frustrating me since I generally know what is wrong, so I turn to you guys to assist me in this time of crisis.

Seriously tho, I also have the 8320 but I have a 280 for a graphics card, same RAM quantity too.
I have a similar issue, the CPU isn't that powerful compared to some other chips on the market, but I can get a pretty solid framerate.
What OS are you using? if its windows 10 then that might be the issue.

You might wanna revert the CPU to factory defaults, I think you have pushed the overclock too far.
Its normally a 3.5 GHz turbo at 4.0.
If my understanding is correct you have overclocked it to 4.0 which would make it turbo to 4.5 GHz

Drives, yes i have the latest AMD drivers(15.7.1) and OptiFine... Yes I can use optifine and get plenty of fps, But im talking about why am i getting around 30fps on vanilla mc with a $200 Graphics Card that is brand new. Is minecraft really just that hard to run at 60fps? On the note of the OC, it runs around 3.2GHz at idle and will only ramp up to around 3.8 maybe 4GHz when playing stuff like arma 3 and such that will demand that much cpu power, i have the Turbo disabled while its overclocked. And its not my graphics card, it is not bad. It can run stably for a hour plus in Furmark. Also its not Thermal Throttling, none of my parts get that hot... Oh, and i am on Windows 10 64 Bit and yes my java and everything is 64 bit.

We 8 core master race don't get great performance.

I have a 6 core and get over 600 fps with out Optfine.. lol
Do you experience this problem ( slow and general freezing) accross the board / on other programs? try uninstalling optifine. i get a higher fps without it... i have no idea why. can you open run then type in msconfig then send a screen snippet of the file it opens? i might be able to help then

Nice, the highest score i have gotten on Cinebench is 628 when my 8320 was OC to 4.5GHz
I got a 640 on cinebench with my factory overclock o.o
