My server is pretty new. We are opening on Friday and I have a bit of a problem. Well I have perms in and every player even the lowest ranked players are exempt from being banned. Can any of you help me with this problem? i don't have the exempt ban node in the permissions BTW.
Oh and if any of you would like to join that would be great it is a prison server and I need some guards and police. Add me on Skype - gamehog44 and we'll talk.

Im just taking a shot in the dark because you have not pasted your permission files, but a common reason for something like this is you have multiple "banning commands for different plugins"
For Example:
Essentials uses /ban
mcbans uses /mcban
Etc Etc
Also I recommend tying to ban from the Consol. If you can ban there, but not ingame you probably have a group inheritance issue.

What permissions plugin are you using? Post your permissions on http://pastie.org/ and post the link here.
