Is there any plugin that lets you break in certain areas but not build?

I believe with WorldGuard you can do
/region flag <name> build deny
then do
/region flag <name> block-break allow
But i am not sure. Try it out.

Not that I know of. The majority of protection plugins work on the basis of if you have build perms, then you can both build and break. There is no specific option to have one without the other.
