Assuming you don't just host the 17Mb version elsewhere, trimming unused chunks is the most straightforward means of dropping the size.
(Even if the chunk contains nothing but air it will contribute to the file size, removing the chunks at the edges in which you've not built anything may be enough to bring your file size under the limit. mac selector offers one way to accomplish this [presuming the map is built in a supported version].)
