1.8.1 Bin Folder Missing

I am trying to change my skin offline so only i can see it like i used to do in 1.5 but now there is no bin folder to do so. how do i change the skin ofline on Windows 8.1

Minecraft doesn't use the bin system anymore. The easiest way to do it now would to be to change your skin with a resource pack really
