Binding 2 controls to 1 key

Is there any way to bind both my drop key and my hotbar slot 1 key to the same button? (the 1 button, so that when I press 1 it changes back to 1 and also drops whatever I was holding say in slot 4 if that was the last selected). It is for pvp,and when new Minecraft controls come in it disabled the ability to dual bind a key.
If there is a way around it, or if there are any mods out there so I can, please say!

if you have fancy software or a fancy keyboard you can
unfortunately it's hard to come across one without the other

I don't believe you can, I was trying to do that a little while ago and couldn't get it to work.
