Block Switcher Plugin?

Hi! So I have looked a little bit and have not found anything. Maybe you guys can help me find one!
I need a plugin that will allow people with the permission to change a selection of one kind of block (Stained clay colors) by using the click of a sign or a command. It's not super important I just wanted to give the donors the ability to change the Clay blocks incorporated with spawn. (all are currently blue stained clay I want to give them the ability to change all of the clay at once to any other color of clay. My server is 1.6.4
I hope you guys can help me find it! (If it exists)
