Breeding villagers help

Hi!
I own a server for 2 weeks now, and I'm trying to set up a infinite villager breeding system. We are playing in snapshots ( 14w33a ) so the villagers have changed as you k now. I know that there is 2 way, first trade ( and its not auto ) and the other one, make them harvest crops. When i trade, they breed everything is fine with my setup. BUT, they don't harvest, neither plant or take crops. i tested in a creative world, it works...but not on my server. i don't understand why. i am with mcprohosting. Does anybody knows what the problem could be ? thx !
