Sorry for the stuff between the links. Dunno what happened.
pretty simple press windows and run then type appdata into the box select roaming select .minecraft go into resource packs and edit them there :)
There is a pack called default+ on curseforge. Download that. The only thing you have to do is replace the files with the new ones. If you want to add these, go to assets>minecraft>textures. then you can choose from entity, blocks and some more. Mobs are entity, blocks are blocks, items are items (like everything which isn't a block/mob). I will probably make a tutorial about this, so...
Or just get the start file just like char-png said.
What squirrel said, you can also make your own template if you want to
You have to go to %appdata%>Roaming>.minecraft>versions>[whatever version you want], copy the Jar file somewhere else and extract the "assets" folder from it
Then put that "assets" folder inside a new folder (the new folder's name will be your pack's name in-game) and also inside the new folder put a .png file called "pack" (this image will be your pack's image in-game) and a .mcmeta file also called "pack" (this text file will be your pack's description in-game)
Also you have to write this inside pack.mcmeta:
{
"pack": {
"pack_format": 6,
"description": "your description here"
}
}
When you finish you texturepack remember to delete any texture/sound/etc that you didnt modify so that the texturepack weighs less, if your texture pack weighs too much it might not work but this usually only happens when the textures have a high resolution
I hope I helped! :D (I think my reply is a bit too long lol)

There are some great tutorials on youtube! The easiest way is to find a default template and then extract everything into your own renamed file! I'll link a tutorial here as well: www.youtube.com/watch?v=W5ih57PzqlQ&ab_channel=TheBreakdown
