Bukkit Permission Help Needed !

Hey guys sorry for sounding noobish, but I need some help.... yep you guessed it bukkit permissions. I am currently having trouble with these perms, I need help setting up the perms for I have posted it on my pastebin here for groups.yml http://pastebin.com/RYyaRecv, and here is my config, http://pastebin.com/EJeK3BpM also if it helps i have multiversportals installed, and have two worlds. Here is what I am trying to do:

• 1) I do not want members or donators to build in (world)Spawn, but able to build in (world) Survival

• 2) I want everyone able to use signs to buy/sell/warp/kit, but only admin and owner to create signs buy/sell/warp/kit

• 3) I want everyone able to use the portals to teleport but not create them (multiverseportals)

I know it is alot but I have been working on these for two days, and I get them to work in one world but not the next, if you need more info please feel free to msg me or comment. Thank you so much for taking the time to read this and to decide if you want to help me or not.
