"Can't Connect To Server" With Bukkit Help!

Hello! I have a major problem that I just can't fix with my bukkit server! Whenever my friends try to join my server it says "Can't connect to server" I think I port forwarded it correctly because I've seen many tutorials on how to port forward and I do as they do so I don't think there is a problem there. I use these plugins:

World Edit
Essentials
VoxelSniper

I don't think they have anything to do with the problem but i just don't know. My friends used to try to connect to my server and it worked but now they can't. I checked if my external IP changed and it did so I updated that but they still can't join.
Also, I use a windows 8 64bit. Please do help me i wanna play with my friends!
