Can Forge & ModLoader mods work at the same time?

If I wanted a mod that requires Forge and a mod that requires Mod Loader at the same time is it possible? And how? I tried installing both Forge and Mod Loader into the same minecraft.jar (i installed them correctly individually as far as i know, but idk if there's a different way to do this) and when i tried to run minecraft it didn't work. Someone please tell me what it is I'm doing wrong.

I would think that mods that need modloader would work with forge, since it's also a mod loader. Try using those mods with only Forge installed.
