I have gotten them to work in the past. My old hard drive died and I am starting fresh. I have multiple versions of Minecraft running through the Curse Launcher (I have also tested the ATLauncher) and I can't get any version to run any of the resource packs that I want.
I know how to install them so thats not the problem. I go to the instance folder and then navigate to resource packs and install the zipfile.
Am I missing something else?

I can only think of re-downloading the texture pack.
Unless it's your texture pack then you'll need to go into it and make sure you're using the right version of minecraft for it.
