Can't get on server after server restart?

So I have a spigot server and it's been running fine for about 2 days but when I add some plugins I accidentally did /restart instead of /reload. Now can't get back on. I've used /reload before and got back on fine. Then when I used/restart it closed the server and I can't get back on. I reran both my .bat files and emptied my plugins folder but that didn't work when I try to join it says java.net.ConnextException: Connection refused: no further information: Please help! Thanks
EDIT: I just made it so it's still using Local IP only. So I tried using localhost in the IP and I tried using my IPv4 adress Also Server runs on 1.8
