I found this old pc in my basement and i want to host an MC server on it

Yes, but you can't host a server for a lot of people. You should host it for 5 player max, but you shouldn't play MC while you're hosting the server. You can't build to big builds though, since that will require a lot of CPU power.

i wouldnt even try running a server with that cpu
This cpu is a workstation one though

core 2 duos are not workstation cpus, they were middle range when they came out and that was a good 9-10 years ago
To answer your question, yes it probably is possible to run a server on that PC. Will it run well? Not if you start putting plugins and stuff on it. It would be best for a small friends server between you and a few friends. Not ideal to run a modpack because of the CPU. The DDR2 ram and Core Duo processor seems like its an older workstation that originally had Windows XP on it or so. Not ideal for a public server haha.

but it originally ran windows vista...so i its pretty powerful regarding the system requirements that vista had. So what if i gave it maybe 8 gigs of memory could it preform better?

well if it fits, then go ahead and try it, i wouldnt use windows 10 for it though, i would use some linux ditro designed for servers to make things run a bit better, but dont be to surprised if the tps is sub 20

The main line of windows operating systems is poor for server hosting. You'd have to chop off most of the visual effects and background processes for it to be remotely efficient.
If there's a "2" in the GHZ number, it's not going to do it. Especially if you want to make anything beyond a very simple survival server.
4 GB RAM is minimalist and won't make for a server that can do all that much. If you intend to remain small, use few plugins and never make it modded, you're fine. Otherwise, don't expect fancy performance from it.
The "Recommended section" applies strictly to vanilla servers and fails to compensate for the added load of plugins or mods, components that make up the vast majority of servers and almost all servers that have any "standing" so to speak. If you go the command block route to accomplish the same stuff as plugins, the load will be similar if not worse if inefficiently set up.
If you want to make a small, low key, low build server for the heck of it, you might get by with those specs. Otherwise, you might not want to press your luck with it. At the very least, if you do use it to host, purge it of all processes that are unnecessary eye-candy and services that don't have relevance to the server.
