Can no longer create servers

So ive made my fair share of offline servers, no problem at all. But all of the sudden i can't make one anymore. Ive changed my IP a few times, and i have used a few VPN programs. But i no longer use a VPN or any ip spoofer, etc. Anways, i checked my internal IP the other day and wrote it down because i knew i would be making a server soon. Have not changed my IP since then. So i went ahead and made a server with that IP, didn't work. Tried a few things with no luck. So i opened up CMD and did ipconfig and got some, off the wall ipv4 address. Aren't they suppose to start with 192.168? Mine starts with 5.40 which i find kind of odd. It wouldn't be a problem if i could actually change the first 2 numbers in the port forwarding tab under my router configuration settings. But they can't be, has to start with 192.168. Anyone have any ideas? Because imma little on the confused side -.-
