Can't portforward a server! Please help! D;

I've literally tried everyone, I followed like 3 different up-to-date tutorials to the letter, and I still can't port forward a server. D;
Someone please help, I literally have no idea what's wrong. And I can bet you right now, that anything you tell me to do, I already did.

1: Port ex (25565) must be open as tcp in router
2: Server properties must be up to date with the pour you are using (25565)
3: Add inbound and outbound exceptions for the port in windows firewall
4: Players should be connecting via your public IP unless it hosted elsewhere
xxx.xxx.xxx.xxx:25565
As long as you have done all these things it should be available to the rest of the world as a server.
Only other thing that could stop it is a secondary firewall behind your router, and with that you would have to add the port as well
