Can't Run My Server.

I'm trying to set up a minecraft bukkit server, I have all the files and I've followed the wiki and guide, but when i try to run it, it says "java not recognized as an internal command". I've updated my java deleted it and reinstalled and even tried different types of java (32 - 64bit) I can run a server if it's not bukkit but i would like plugins so It would be greatly appreciated if someone would help me, This is what my run.bat looks like.
I'm running windows 8 and like i said i can run a server just not a bukkit someone please help.
