Can someone help me with this resource pack?

I have this Optifine that will not work no matter what I do, If anyone can help me fix it or understand it better, I would really appreciate it!

You don’t need to turn it into a optfine one it works without turning it it works with optfine

I found the texture/model here then i made it into a "optifine" pack or tried atleats

just click on the "Here" it should be blue, also the bow was not made by me :)
