I started a 24/7 Server And i have ranks the new ranks
The ranks are:

Newbie: You start of as this rank
Trusted: Staff Members Trust you
Member: You sign up at our website

What you need to do is in the signup on your website include a password. Then using a plugin my friend made (milkywayz) called CMDUnlock, you can have them type the password in the game to get promoted. With trusted I would just get a automatic ranking plugin, so after they have spent like 10 hours on your server they get promoted.
