Cannot enable command blocks on my vanilla server

Hi guys!

My friends and I always play Minecraft on a server hosted on my computer. On my old laptop, everything worked find. But I bought a new computer and now I cannot get everything to work. I just cannot enable command blocks. Yes, I changed "enable-command-block' to true, but it still says "command blocks are not enabled on this server". I tried some different versions (some 1.9 snapshots and 1.8.8), but in all versions I got the same result.

I just cannot figure this out, so pleas help me!
Any help is really appreciated!

in game do /gamerule commandblockoutput true
Try again with the command blocks.

Fail? Open up your server's world folder and look for worldname.dat
Stop the server then download the .dat file.
Get NBT explorer then open the .dat up. Back it up before editing.

Scroll down the list of entries till you see the command block entry
replace false with true. Save it and upload / replace the old .dat.
Start sever and try again with the com block.

Also make sure in server.properties file it says enable command block true.

If that fails call an exorcist or evangelist maybe. :/
Or check your other plugin configs where one may be blocking the use.
