How do capes downloaded from PMC work?

I've been searching to try and find how the capes work if downloaded from here, (eg: https://www.planetminecraft.com/mob-skin/edited-default-cape/). If anyone knows, please comment it.

You have to use optifine

Optifine only works for banner capes, not these ones.

Mods like this: https://minecraftcapes.net/ are needed for the ones on PMC.
