Chest Access Problem

I have been using world guard as well as area shops to create plots/shops. I want the owner of the plot to have access to the chests but not the buyers. I have had no luck with even setting him as the owner and member. I would love for this to be automatic if possible but if not its fine. Thanks in advance.
