*ChestShop Help*

Okay so, I am using areashop on my spigot server, to allow player shops in spawn. The players have the right chest shop permissions, and each region has interact, allow-shop, and other needed flags, however players still cant create a shop, they get the message [Shop] You can't create a shop here! Any ideas?
