Citizens
I have been trying for quite a while not to get citizens 2 working on my server. Im running 1.6.2 on my bukkit server but whatever citizens plugin i use none of them work. When i do /npc create Arcticcat340
it only says
did you mean /npc text
Please help me!

We'll... It works perfect for me. Have you tried another version of citizens?? Or have you tried remove the config and restart the server to re-do the config and try then?
Well i have done both of those things and neither work. Do you have skype that you could maybe send me your citizens.jar file? If you do my skype is hondaxr751
