Citizens Plugin
I installed the citizens plugin today the same way I installed it on a friend's server but against my hopes, it didn't work.
I created an npc (/npc create Bob Hi)
Then I enabled him to talk (/npc talkclose)
And checked to make sure that he looks at players (/npc loookat)
He refused to speak or look at players. He only looks at a player when right-clicked and speaks when right-clicked with a book.
Is there something I'm missing?

I can only suggest checking you did everything correctly and calmly.
Then asking for help on the plugin thread/page.
