Citizens 2 plugin for 1.9.x which one?!? And chat formatting

I'm hosting a 4-gigabyte server on shock byte and all the plugins have worked flawlessly except for citizens 2. I believe I am using the wrong version but there are too many dev builds for 1.9 since it is not fully out yet. I need to know which build to use. My server is currently 1.9-1.10 compatible except it runs with 1.9 features. Here is the version of spigot/craftbukkit I am using:



Also, I need to know which plugin may be conflicting with the chat format.

My chat format now is the default <{Displayname}> {Message}
And I need it changed to {Displayname} &8> &f{Message}
I changed that in essentials but ever since I downloaded some kind of plugin it went back to default chat. Also, I do have essentials chat. Here is a list of the plugins I have:
