Command Denial based on area

Hello,

Having never needed this capability before, I am unsure what plugin to use:

I want to be able to deny people access to certain commands in certain areas.
Also, I would like to deny the use of ender-pearls in certain areas.
I know there is a way to do this, I an just unsure what to use.
If you know, please tell me!
