Commands blocks wont work [Help]

so ive started up a server a while ago and installed a pvp map. it uses command blocks but they wont work. i have command blocks enabled but the still wont work. the only one that work it the 'gamemode' command blocks; the tp ones wont work. i know there are bugs with some pluggins and bukkit, i cant seem to find a fix or the problem.
