Connection Issues with 1.9

I am currently in needing of help with my Spigot 1.9.2 server that has 54 plugins, including ViaVersion, with 3 GBs of ram towards the server under the hosting of EnderboxHosting - http://enderboxhosting.com/home. My friend and I have had this server for almost a week and since we purchased it, it does this weird delay to reach the server where if it pings or someone just clicks 'JoinServer' it takes about 5-10 seconds before it can reach the server and attempt to log them in, this has been going on since we purchased it. The hosting claims it's our clients and/or internet but we've had a total of 8-10 players who has joined and claimed they had the same issues. The staff told me that they will test it and some of their staff is experiencing the same problem, I am not quite sure what the problem is and came here for support! They told me they had Java 8. I also need to note that after this occurred, I attempted to wipe the server after backing it up to the original state, and still happened. Then they claimed it was my jar file which I downloaded an official build from Spigot, but was a snapshot. I am not sure what is happening but hopefully this can be fixed. This isn't my first time running a server, just the first time I have encountered this problem.
