Connection timing out?
I am making my server, and when I submit it with this address islandofwolves.no-ip.org
it times out or something because I'm able to connect!!!
so i need to know if you guys can connect.
IP 192.168.0.13 because this NEVER worked. (96.60.250.5)

Have the client, firewall is off, port forwarded correctly, tested port online, CLOSED PORT.
I think its my TDS router.
I Think i will try not to port forward anymore, stop using evolve, (because of dynamic IP) and use hamachi instead.

Oh that is the issue. You need to enable the host with the no-ip client in order for the custom ip to work.
no, i set up a no-ip account though and added a host on the website. I will see if that works!
Did you download the no-ip client?
And when you go to
http://canyouseeme.org and enter in 25565 what does it say?

i did port forward the external IP and no-IP uses that one.
EDIT: I did not change the IP for No IP.
I had to re-port forward and it still doesn't work
I also changed No-IP host to use 96.60.250.5

The 192.168.0.13 address is your internal IP, which you will use to connect. If you port forwarded correctly, then people will use your external IP, which is the 96.60.250.5. Only users on your home network will be able to use the 192 one.
Make sure you set up No-IP to use the one starting with 96.
