Could Not Set The Block Command Block Error

I am making a Minecraft server and I made a system that when you stand on the pressure plate a redstone block appears next to the dropper and you get a starter guide, but instead i get an error that says: "Could not set the block". I put in the command "/setblock -380 76 60 redstone_block replace" and there is no block on the spot. Can someone please tell me what command i have to put in or what i have to do. Thank you!
