So I've seen many people getting a cracked server and I was wondering are cracked servers free to make? And how do you make one

Joining externally to an "offline" or "cracked" server is illegal.
Skipping any Mojang authentication is considered crack.
They have the right to take your IP and report you to your ISP.
Not worth it, its only gonna cost you more than an MC account being caught.

The term is a bit skewed. Offline-mode servers are fine - the option is given by Mojang themselves, and if your client is in offline mode, it's playable, but it is illegal to use a modified client to join them, technically.
