I`m in the process of setting up a new server, and one of the worlds will be a creative/builder world. I think it`s a little boring with the standard plotworld layout. How can I create claimable plots in a normal-terrain world?

You have to find or create a plugin for that. There are also command blocks that you can use, but thats usually for a few people.
