Creating a Server -- Port and IP Problem

When I use my external IP address(I got it from Google), it tells me(with Port 25565) the port cannot be bound. What might be the solution to this simple but common and mildly frustrating problem?

Well I dont really understand what exactly you are trying to do, but when I want to create a server I just get my IP adress from Hamachi. This means others will require Hamachi to join the server though (because idk how to do port forawrding) https://secure.logmein.com/products/hamachi/download.aspx
