Creative For Bases Only

Hello,
I run a forge 1.19 Minecraft server for me and some of my friends. Pretty much, we wanted to start in creative so that we are able to make bases that look nice from the start. We did that but pretty soon we found out one of my friends had cheated and given himself netherite. I was wondering how i can make a Minecraft server that gives everyone creative building blocks, but doesn't allow them to give themselves anything else such as weapons, armor, and ores. Thank you!

Just have chests with common building materials in it, and everyone gets the same amount of materials to start. Also if you can't trust your friends not to cheat you need to see if they are actually your friend.
i dont think this is possible but what you can do is clear the inventory and enderchest of your friends after finishing and check the bases with spectator to look for any hidden things.
My advice: even if its only for base, if you use creative for anything on a survival server it ruins the fun. Just equip and the start building with farmed materials.
