Sorry if this is a bit late, but I think what your looking for is Multiverse. It lets you have multiple worlds, and lets you customize these worlds to your likings (including gamemodes). Here's a link to the bukkit page for it if you want to know more:

You mean have gamemode available in only one portion of the map, or change the default gamemode entirely?
