Custom Flat World 1.16+

Hello ,
I've been trying the whole day to make a flat world that consist of 6 water levels , 2 sand , 1 redsand,1 clay, 1 sandstone , 4 dirt,1 coarse dirt , 55 stone , 2 bedrock .
The world generates fine , but when i try to remove villages and strongholds , add dungeons ,mineshafts(maximum chance) + ruined portals and other water structures + lake and lava lake + decoration for ores , it doesnt spawn them , villages are spawning but the underground is barren .
Any ideea ?
