Custom Heads Plugin
I have seen this on three different servers so I think this not a custom plugin. Like they are heads with pointing arrows on them or different block textures and I think that is pretty neat. I was wonderring if anyone knew if it was private or what the name is.

No it has an arrow design pointing in a direction to go to. Also there are some with a "?" on the too like the arrow on a keyboard. ->

Heads can be given NBT data so that they appear with the skin of any Minecraft account. This means if you know that a specific account has a head which you want to display, you can edit the NBT data to make it appear. The command to give yourself a head, skinned as another player, is "/give P 397 1 3 {SkullOwner:MobName}", where P is the player, and MobName is the name of the account of the head you'd like to use.
