Restart the router,go into your routers configuration and make sure firewall is enabled.Then download 'NoCheat+' plugin;after banning the ip

Probably some angry kid who uses free software off the internet.
You don't neec software! All you need is Command Prompt to ping his ip.

I find it fun to use his IP to find where he lives. Then if he has the same internet provider has his home phone you can get his home phone number. You can call his parents

Anyways, i'm doubting your server is being DDOS'd. In order to cause Distributed Denial of Service the "hacker" would have to use a lot of time and resources. That's useless because a 'hacker' would use a vpn because most are not dumb but in this situation it's on the basis of minecraft,so you would have kid's attempting to flood packet's to the ip without a vpn.All you can do with an ip is boot them offline.

You can't "report" him, you have to deal with the DDoS by yourself.
