Default not able to build on my server

I want to find out why the default rank cannot build or interact with anything on my server. Does anyone know why?

If you are using essentials, make sure to remove the AntiBuild jar file. If you have ModifyWorld enabled, make sure you have in their permissions; modifyworld.*
Bukkit or no bukkit? If you have Bukkit and permissions, then you would want to change the "Build" permission to true, not false.
