is there a way to delay command blocks like 30 mins in java

You need a timer, by either:

Having 30 minutes worth of repeaters
Making a timer scoreboard and counting up/down by a tick until you reach 30 minutes worth of score

After that get a command block to detect if the scoreboard reaches the specified time and run the command
