Does /fill work in the Nether

I am working on the Nether section of a new skyblock map, and noted that /fill is not working in the nether. Am I crazy, or is there something missing:

I was trying this just to test but it is telling me that the chuck (which in the nether I am standing in), is not loaded: /fill 35 69 -754 38 69 -750 minecraft:netherrack

Does the /fill only work in the overworld?

Askimg, as I plan to do a labyrinth in the nether, and I hoped to render in parts of it using /fill

/fill ~10 ~1 ~ ~ ~2 ~ minecraft:air replace minecraft:netherrack - cords are examples
If you want to clean the space, replacing netherrack with air

That is a really, really weird way to use the fill command, but yes, it should work; you might have to specify that the cords are in the Nether in the syntax if you are doing it by cords.
