Does this sound like a cool server idea?

I've had this idea for a while to start an ACTUAL hunger games server. By that I mean there are districts with individual specialties, hunger games that occur at regular intervals, not constantly, and maybe a capitol with people who do not participate. It would be like, you start in a district, either stay in it or run away and build and what not, and once a week real time, either (if enough people play) random people are selected to play in the hunger games, or everyone plays. Every week would be a new arena as well.
