When i try to download optifine it download like a file that opens with internet explorer, even though i dont use it, and then it says that it cant open with internet explorer.

try using google, and use the method ZonkedCompanion used.
Also, make sure you're using the official launcher of Minecraft, not cracked ones like TLauncher.
Change the default app for .jar files back to Java.
