Can someone give me a link to a plugin that alters the enchanting table GUI so that the level cap increases past 30 (using bookshelves) to a configurable cap, (level 60 for example)? And when the player clicks on the level 60 slot, the player gets Sharpness VII, for example.

This isn't achievable by a server side plugin alone as what you describe requires a change/addition to standard vanilla assets. If anything like this, it would involve spout or equivalent.
That said, there are chat based enchanting plugins which might provide the functionality you're looking for. Search 'enchanting' in the bukkit plugin list and see what you find.
