OP Enchants Help

So I setup a server and in the factions world there are signs with op enchants on them (sharpness 10 and stuff). I enabled unsafe enchants in the essentials config and added the permission node essentials.enchantments.allowunsafe but still only ops can use the signs with the enchants. For everyone else it just says the standard:
